Does my home improvement project require a building permit?
Most of the time, especially if you are in the city limits. However, certain projects in the county do not require a permit. If a permit is required, Hart Home Improvements will obtain the proper permits for the project. It is not recommended for homeowners to aquire permits for their projects because that will shift the burden of code requirements and fines to the permit holder.

Scottie Hart is a third generation contractor. He is a member of the Johnson City Area Homebuilder's Association. He has over 20 years experience in the field of residential home construction and remodeling. Hart Home Improvements was established in 1997 after he had worked for many years in the new custom home construction field. His primary focus is residential remodeling and home improvements. He specializes in bathroom, kitchen and basement remodeling, replacement doors and windows, carpentry, decks and screened enclosures, custom trim work, painting and wallpapering. He is a Tennessee State Licensed General Contractor and is fully licensed, bonded and insured. He prides himself on his expertise in his field.
